Auto place reference designator and value labels.

Attempt to automatically place reference designator and value labels. If nothing is selected, all labels in the design will be placed, otherwise only the labels associated with selected components will be affected.

Note that label placement can appear slightly non-deterministic, thus multiple invocations can end up moving labels multiple times.
